Jacqueline B. Chrabot serves as the Director of Operations and strategic partner to the President of Waterfront Training Solutions (WTS), a Service-Disabled Veteran-Owned Small Business (SDVOSB) specializing in defense training, operational readiness, and technical solutions. Working closely alongside company leadership, Jacqueline plays an integral role in shaping WTS’s operational strategy, business growth, and long-term organizational vision. A U.S. Navy Veteran, military spouse supporting the Explosive Ordnance Disposal (EOD) community, and former Department of Defense National Defense Science and Engineering Graduate (NDSEG) Fellow through the Office of Naval Research (ONR), Jacqueline brings a unique synthesis of military operational experience, scientific research rigor, cybersecurity leadership, and executive business acumen to the WTS leadership team.

 

In her role as Director of Operations, Jacqueline assists in overseeing the company’s financial and corporate health while executing WTS’s long-term growth vision through strategic operations, budget forecasting, tax strategy, and corporate governance. She currently directs the company’s business development initiatives, managing a contract pipeline exceeding $300 million across major contract vehicles including SeaPort-NxG, GSA MAS, and NETC MAC. Jacqueline has established and cultivated more than 50 strategic industry partnerships with leading defense contractors, technology firms, and federal support organizations to expand WTS’s capabilities and market reach.

 

Serving additionally as Acting Chief Information Security Officer (CISO), Jacqueline led the development of WTS’s first internal IT and cybersecurity infrastructure. She authored and implemented the company’s Written Information Security Program (WISP), System Security Plan (SSP), and 42 foundational cybersecurity and compliance policies required to achieve alignment with NIST 800-171 and Cybersecurity Maturity Model Certification (CMMC) standards. Under her leadership, WTS successfully migrated to a secure Microsoft 365 G5 environment utilizing Microsoft Azure, Entra ID, Intune, Defender, and Purview to establish a hardened and scalable enterprise security architecture while modernizing internal operations and strengthening the company’s long-term security posture.

 

Prior to joining WTS, Jacqueline served as a Management Analyst and RRL Liaison with COMNAVRESCOM, where she coordinated multimillion-dollar funding transfers and modernization initiatives supporting Navy Reserve training readiness and provided Fleet wide feedback and validation of Manpower Personnel and Training documents. She additionally coordinated closely with SUBFOR leadership and Fleet stakeholders on the To-Be Career Long Learning Continuum (CLLC) analyses for Information Systems Technician ratings ITN, ITR, and ITE, supporting modernization of Rating Master Task Lists (RMTL), Career Domain Analyses (CDA), and long-term sailor development pathways aligned with evolving Fleet readiness requirements. Jacqueline also played a key role in developing new quality assurance processes, assisted in the development of the Performance Support Standard Operating Practice (SOP), modernization documentation, and operational review procedures supporting Fleet Forces Command and multiple Navy training enterprises.

 

Previously, Jacqueline served as Sr. Deputy Product Line Operations Manager with Janus Research Group, where she managed a geographically dispersed workforce supporting multiple Navy training and modernization contracts ranging from $200K to over $5 million across organizations including CNATT, Center for Seabees and Facilities Engineering (CSFE), PMS 339 DSAGT/NAV-SAGT, Center for Service Support (CSS Newport, RI), SEA 21, CNAP CVN 72 and 75 Modernization Readiness Assessments (MRA) and Manpower Personnel & Training (MPT), U.S. Coast Guard Advanced Distributed Learning initiatives, and PEO Carriers. In this role, she oversaw procurement actions, subcontract management, employee operations, onboarding, travel coordination, and contract execution while ensuring compliance with Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), and Defense Contract Audit Agency (DCAA) requirements.

 

Jacqueline also led and supported multiple Career Long Learning Continuum (CLLC) initiatives involving Navy ratings including Mineman (MN), Explosive Ordnance Disposal (EOD), Navy Diver (ND), and Damage Controlman (DC) – just to name a few. Her work focused on conducting comprehensive training analyses, gap identification, Career Domain Analyses (CDA), Career Path Analyses (CPA), Rating Master Task Lists (RMTL), and Career Flow Maps (CFM) designed to modernize sailor development pathways across 30-year Navy careers. She routinely collaborated with Fleet Forces, learning centers, project leads, and quality assurance teams to ensure deliverables were completed ahead of schedule and aligned with modernization objectives. Her efforts contributed to streamlining Navy training modernization initiatives designed to improve operational efficiency, readiness, and workforce adaptability in an increasingly technology-driven defense environment.

 

With extensive expertise in Navy training modernization and operational analysis, Jacqueline possesses expert-level knowledge of compliance management, standard operating procedures, curriculum development, document review processes, and training systems including FLTMPS, NTMPS, CeTARS, DRRS, AIM II, CANTRAC, and Business Process Management platforms. She has also overseen multiple teams supporting peer review processes, template modernization efforts, automated workflow development, and process improvement initiatives to enhance efficiency, standardization, and quality assurance across Navy training programs.

 

Before transitioning into executive operations and defense contracting leadership, Jacqueline served as a Career Counselor with Old Dominion University’s College of Sciences Career Development Services, where she advised students, alumni, and veterans on career planning, resume development, internships, and professional readiness. Through partnerships with more than 100 businesses and organizations in Hampton Roads, she helped connect students with professional development opportunities, internships, and career pathways while mentoring individuals toward long-term educational and professional success.

 

Jacqueline’s leadership foundation was built during her military service in the U.S. Navy, where she served as a Training Department Leading Petty Officer, Command Education Services Officer, Yeoman, Sonar Technician, and Search and Rescue Swimmer. While assigned to Assault Craft Unit Two, she managed compliance, training readiness, and educational requirements for a 370-person organization while overseeing sailor advancement programs, personnel readiness, and operational reporting. Earlier in her Navy career aboard USS O’Kane (DDG-77), Jacqueline served as a surface sonar and oceanographic systems operator specializing in anti-submarine warfare operations and underwater tactical systems. She was also one of only 11 females to graduate from the Navy’s elite Search and Rescue (SAR) Swimmer School, demonstrating exceptional resilience, leadership, and operational capability early in her military career.

 

In addition to her operational and defense contracting experience, Jacqueline’s master’s and doctoral academic research focused on harmful algal bloom dynamics and environmental monitoring within the Chesapeake Bay, combining advanced scientific modeling, field research, machine learning, and data analytics to support water quality forecasting and ecological monitoring initiatives. Supported through the highly competitive Department of Defense NDSEG Fellowship, her research incorporated over 15 years of environmental datasets, in-situ instrumentation, and numerical modeling techniques to better understand marine ecosystem dynamics and early detection methodologies.

Widely respected across both the defense contracting and military communities, she is recognized for her professionalism, operational leadership, and ability to build trusted relationships across organizations and commands. Her leadership style combines mission-focused execution with innovative problem-solving, enabling organizations to operate efficiently while maintaining the highest standards of compliance, security, and operational readiness.
