OPNAV N13 – Workforce Readiness & Training Systems Support

For multiple years, we have supported OPNAV N13 in advancing Navy workforce readiness through comprehensive manpower, training, and systems integration services. Our work spans the full lifecycle of manpower and training requirements, ensuring alignment with operational needs, policy frameworks, and strategic Navy priorities.

We provide both high-level strategic support and detailed technical execution—bridging policy, programming, and operational readiness.

Key Contributions

  • Led program management and operational support for manpower and training initiatives 
  • Supported governance forums including R3Bs, CRBs, IPTs, WIPTs, and RRL SWARMs 
  • Developed After Action Reports (AARs), briefings, and executive-level materials 

Manpower & Training Expertise

  • Validated and aligned manpower and training requirements with mission needs 
  • Developed and maintained critical documentation, including: 
    • Business Case Analyses (BCA), Manpower Estimate Reports (MER) 
    • Fleet Manpower Documents (FMD), Manpower Change Requests (MCR) 
    • Navy Training System Plans (NTSP) and related lifecycle documentation 
  • Supported long-term lifecycle manpower and training planning 

Policy & Systems Integration

  • Applied expertise in key OPNAV instructions (3500.23, 1500.76, 5310.23) 
  • Aligned workforce requirements with JCIDS and PPBE processes 
  • Translated operational demand signals into actionable manpower and training requirements

Training & Analytics

  • Conducted training system analysis (FEA, TSRA, IPRD, IMRD) 
  • Implemented Ready Relevant Learning (RRL) and Career Long Learning Continuum (CLLC) frameworks 
  • Performed training effectiveness evaluations and root cause analysis 

Data & Process Improvement

  • Delivered data modeling, analytics, and visualization solutions 
  • Applied Lean Six Sigma and continuous process improvement methodologies 
  • Developed process maps, analytics tools, and performance metrics 
  • Leveraged AI-enabled tools (government authorized) to enhance efficiency
