The Foundation
(2022 - 2023)
December 29, 2022: Company Formation. Steve Dutter establishes WTS as a Service-Disabled Veteran-Owned Small Business (SDVOSB), dedicated to specialized naval training and manpower solutions.
The Year of Execution
(2024)
February 20, 2024: WTS Expansion. WTS hires its first official employee, building the internal capacity to compete for federal requirements.

March 17, 2025: Operational Infrastructure. Onboarded a Director of Operations to formalize internal quality controls and scale contract management processes.
July 9, 2025: Federal Vehicle Acquisition. Awarded GSA MAS Contract 47QRAA25D00BG, providing a direct procurement path for federal agencies.
July 14, 2025: Advanced Research Integration. Awarded a subcontract via Peraton to support Robotics Autonomous Systems (RAS) for the Naval Research Lab (NRL) and Office of Naval Research (ONR).
November 4, 2025: Core Navy Support. Awarded the OPNAV N13M5 continuation program support contract.

In support of Navy Ready Relevant Learning (RRL) initiatives, we provided subject matter expertise for the validation and continuous improvement of Career Long Learning Continuums (CLLCs) and associated training systems within the Rating Career Domain Continuum (RCDC).
Veterans Health Administration (VHA) – Career Path Development (Prime Contractor)
As a prime contractor, we supported the Veterans Health Administration (VHA) in developing enterprise-wide career path frameworks for one of the largest and most complex federal workforces, serving over 400,000 employees across multiple occupational systems.
